EDITORIAL DE TIRE BUSINESS: Preste atención a las renegociaciones del TLCAN

    AKRON, Ohio — Las industrias de neumáticos y automotrices deben prestar atención de cerca a un asunto que el Presidente Donald Trump ha prometido reformar: el Tratado de Libre Comercio de América del Norte (TLCAN).

    El Sr. Trump dijo incansablemente en su campaña en 2016 que eliminaría el TLCAN, un tratado firmado en 1992 y promulgado el 1° de enero de 1994, que creó un bloque de comercio trilateral en América del Norte que involucraba a EE.UU., Canadá y México. En un momento u otro, el presidente de EE.UU. ha llamado al pacto “defectuoso”, “un acuerdo horrible para Estados Unidos” y “el peor tratado comercial, quizás hasta ahora, firmado en cualquier parte”.

    Por lo tanto, no debería ser una sorpresa que la administración notificó formalmente al Congreso recientemente que tiene la intención de renegociar el tratado. Pero el tono se ha suavizado, ya que la administración dijo que planea mejorar y actualizar el acuerdo en vez de finalizarlo completamente cuando las negociaciones comiencen en agosto.

    Algunas personas en la industria consideran esto una buena noticia. Una colación pro TLCAN, la Estrategia de América del Norte para la Competitividad, desea el tratado “corregido, no finalizado”. El grupo, cuyos miembros incluyen Bridgestone Americas, el Departamento de Transporte de Michigan, la Cámara de Comercio EE.UU.- México y la Asociación Mexicana de Importadores y Exportadores, dijo que la renegociación es el camino a preservar trabajos y prevenir la pérdida de importaciones.

    La Asociación del Cuidado Automotriz (ACA) y la Asociación de Fabricantes de Motores y Equipos (MEMA) apoyan el mejoramiento, y no la cancelación del tratado. De hecho, un oficial de ACA alabó el pacto por establecer “reglas que promueven la consistencia y predictibilidad para los fabricantes, vendedores, distribuidores y proveedores de servicios de EE.UU.”.

    Otros, incluyendo algunos demócratas y el Sindicato de Trabajadores Siderúrgicos (USW), sin embargo, tienen inquietudes profundas. El Presidente de USW Leo W. Gerard cree que el TLCAN ha impactado negativamente a los trabajadores en Canadá y México “debido a que las compañías han reubicado la producción y recursos sin permitir a los trabajadores compartir correspondientemente los frutos de su trabajo”.

    El asunto es tan caliente que el Representante de la Oficina de Comercio de EE.UU. (USTR) ha recibido cientos de solicitudes para testificar durante las audiencias sobre cómo renegociar el tratado. Además, el USTR ha conseguido casi 12,500 comentarios.

    Los fabricantes y distribuidores de neumáticos tienen un interés invertido en el resultado. Cualquier renegociación afectará no solo a las plantas y cómo hacen negocios, pero también el suministro de neumáticos disponibles a distribuidores en toda América del Norte.

    Cuando el TLCAN fue debatido a comienzos de los 90, el candidato del tercer partido Ross Perot caracterizó a su futuro como un “sonido gigante de succión” de empleos trasladados a México. Si sus palabras fueron un presagio, o una amenaza vacía, permanece un tema de debate.

    Eso es verdad el día de hoy: Sea que el camino hacia adelante esté pavimentado con oro o minas explosivas estará por verse.
