Commerce postpones Indian OTR antidumping ruling

    WASHINGTON (June 6, 2016) — The U.S. Department of Commerce has postponed for 50 days its preliminary antidumping duty determination on off-the-road tires from India.

    Commerce was scheduled to make its preliminary determination in the case on or about June 22, and announce its decision June 25. The postponement moves the announcement of the antidumping determination to on or about Aug. 14.

    The agency instituted its antidumping and countervailing duty investigation of Indian OTR tires on Feb. 10, 2016, after receiving petitions for relief from Titan Tire Corp. and the United Steelworkers (USW) union. At the same time, it instigated an antidumping and countervailing duty investigation of OTR tires from China and a countervailing duty investigation of OTR tires from Sri Lanka.

    On May 3, Titan and the USW petitioned Commerce for a postponement of the preliminary antidumping determination on Indian OTR tires. According to a June 6 Federal Register notice, the petitioners said the extra time would give the agency a chance to develop the record in this investigation through additional questionnaires, which the petitioners in turn would need to analyze.

    This is the third time this year the USW has asked Commerce for postponements of preliminary determinations. Earlier, it asked for and got postponements for the preliminary countervailing and antidumping determinations in the investigation of truck and bus tires from China.
