Michael Blumenthal, senior technical director at the Rubber Manufacturers Association (RMA), gave an overview of scrap tire management techniques to environmental attaches at the Mexican Embassy in Washington.
Mr. Blumenthal-who said the overview, presented Oct. 25, summarized 14 years of constant effort between the U.S. tire industry and state environmental officials-discussed the common elements of successful scrap tire abatement programs. These include licensing of scrap tire transporters and processors; careful recordkeeping of scrap tire shipments; enforcement of scrap tire regulations; and a dedicated fee to fund scrap tire cleanup and market development.
The RMA has ``an open-ended dialogue'' with Mexican officials, Mr. Blumenthal said, and future meetings will take place close to the U.S.-Mexico border. Earlier this year, U.S. and Mexican environmental officials took steps toward an agreement to deal with the 10 million-plus stockpiled tires along the U.S.-Mexico border.
