WASHINGTON—John R. Serumgard, a 24-year veteran of the Rubber Manufacturers Association, has been named executive vice president, a new position. Mr. Serumgard joined the association in 1975 as vice president of industrial relations and later served as chief financial officer and vice president of the Tire Division. While heading that division, he was instrumental in creating the Scrap Tire Management Council, of which he now is chairman. Mr. Serumgard will continue as STMC chairman in his new position.
Mr. Serumgard served as labor relations attorney for the U.S. Chamber of Commerce before joining the RMA.
