The National Weather Service is forecasting below-normal temperatures for November through January in the northcentral U.S. (from eastern Montana and northeastern Wyoming eastward into Minnesota, Iowa and Wisconsin) and much of the Northeast (including the New England and Atlantic states down to Virginia). Above-normal precipitation also is predicted for the middle of the country, from the central Great Plains northeastward toward Iowa and Illinois.
