AKRON-Goodyear has received the required Chinese government approvals to proceed with its joint venture with Dalian Rubber General Factory. First announced in April, the venture gives Goodyear a 75-percent stake in Goodyear Dalian Tire Co. Ltd. The company pledges to increase production at the 2-year-old Dalian plant by 400,000 units to 1.4 million radial passenger car tires per year.
Goodyear also said Chinese officials reported that a claim on Dalian Rubber by China Tire Holdings Ltd. had been settled in arbitration hearings in China.
Officials at China Tire, who claimed a 70-percent ownership of Dalian Rubber, declined to comment on the settlement.
Former MAST exec. named ACCC pres.
MEMPHIS, Tenn.-American Car Care Centers has named Len Lewin, former Michelin Americas Small Tires vice president of sales, as president and COO.
Mr. Lewin, 43, resigned from MAST after 24 years to fill a post left vacant since ACCC founding president, Perry Rose, retired in mid 1991.
``Mr. Lewin has the strategic vision and proven leadership to enhance our existing superb management team and lead American Car Care Centers into the future,'' said Chairman Larry Nicholls.
ACCC also promoted General Manager Dennis DeLeonard to vice president and general manager.
TMC issues revised wheel & trim manual
ALEXANDRIA, Va.-The Maintenance Council (TMC) of the American Trucking Associations Inc. has revised its ``Wheel & Rim Out of Service Guide'' with the publication of a new edition entitled ``User's Guide to Wheels & Rims.''
The new manual is designed to help drivers and technicians spot wheel, rim and fastener problems and help fleets minimize the risk of wheel separation.

Teknor Apex to hike tread prices 5%
PAWTUCKET, R.I.-Teknor Apex Co. announced it will raise prices on tread compounds by 5 percent on Nov. 15, due to escalating raw materials costs.
The tread rubber maker joins three other suppliers-Bandag Inc., Oliver Rubber Co. and Hercules Tire & Rubber Co.-who are hiking prices this fall to offset raw materials expenses.
Teknor Apex previously raised prices on tread compounds and repair materials an average 4 percent in August.
Nominations sought for annual SBA honor
WASHINGTON-The U.S. Small Business Administration seeks nominations for its 1995 ``Small Business Person of the Year.''
Winners of state competitions compete for the national title presented in May.
Each state's contender must meet certain criteria, including staying power, growth in employment, increase in sales/unit volume, innovation, response to adversity and evidence of contributions to the community.
All nominations must be submitted to an SBA district office by Nov. 23.
MotorVac, OTC sign new product pact
IRVINE, Calif.-Under a new agreement, MotorVac Tech-nologies Inc. will manufacture and supply private branded fuel system service carts and cleaning solutions for the OTC Division of SPX Corp., the companies said.
The products will be marketed through OTC's distribution channels in the U.S. and Canada and will compliment MotorVac's ECS-300 for the I/M 240 and R/G 240 emission tests, according to Neil Davis, MotorVac national account manager.
