WASHINGTON-Los Angeles attorney Philip R. Recht has been appointed chief counsel of the National Highway Traffic Safety Administration. A graduate of Yale University and the University of Pennsylvania Law School, Mr. Recht formerly served as a partner in the law firm of Manatt, Phelps & Phillips, specializing in litigation and administrative law. He also served as chief counsel to the California Clinton for President Campaign.
